Documents Required for LMPC Registration
LMPC Registration refers to registration under the Legal Metrology (Packaged
Commodities) Rules, 2011. It is generally relevant to manufacturers, packers and importers dealing with pre-packaged commodities. Rule 27 specifically provides for registration of manufacturers, packers and importers.
Having the correct documents ready can make the application process more organised and help reduce avoidable queries or delays.
1. PAN Card and Identity Proof
A valid PAN Card of the proprietor, partner, director or authorised applicant is commonly required. Identity and address proof may also be requested by the concerned Legal Metrology authority.
2. GST Registration Certificate
An active GST Registration Certificate should be provided where applicable. The business address mentioned in GST records should be consistent with the premises details submitted in the LMPC application.
3. Import Export Code (IEC)
For businesses applying as importers, a valid IEC Certificate issued by DGFT is an important document. The IEC helps establish the applicant's identity as an importer.
4. Business Constitution Documents
The applicant may need to submit documents establishing the legal constitution of the business, such as:
• Certificate of Incorporation
• MOA and AOA
• Partnership Deed
• LLP Agreement
• Proprietorship proof
• Udyam/MSME registration, where applicable
The exact requirement can vary depending on the business structure and jurisdiction.
5. Business Premises Address Proof
Proof of the premises where the relevant manufacturing, packing or importing activity is carried out may be required. Common examples include:
• Rent/Lease Agreement
• Ownership document
• Electricity bill
• Property-related document
• Other accepted premises proof
The application under Rule 27 requires the complete address of the premises where pre-packing or import of commodities is undertaken.
6. Product or Commodity List
Applicants should prepare a clear list of commodities that they intend to manufacture, pack or import. Product descriptions should be accurate and consistent with the business activity and application.
7. Product Packaging or Label Sample
A sample of the proposed packaging/label may be required to demonstrate compliance with applicable declarations. These can include the manufacturer/packer/importer details, product name, net quantity, MRP and other applicable information.
8. Factory, Trade or Establishment Documents
Depending on the applicant and state requirements, additional documents such as a Factory Licence, Shop & Establishment Registration, Trade Licence or other local registration may be requested.
9. Photographs, Signature and Authorisation Documents
Passport-size photographs, specimen signatures, board/authorisation documents or an authorisation letter may be required depending on the constitution of the applicant and the applicable portal.
10. Affidavit, Declaration or Undertaking
Some applications may require self-declarations, affidavits or undertakings in the prescribed format. These should be prepared according to the requirements of the concerned Legal Metrology authority.
Why Proper Documentation Matters
An LMPC application contains business, premises and product-related information. If documents contain inconsistent names, addresses, business details or product information, the authority may raise a clarification or require additional documents.
The Department of Consumer Affairs currently provides an online Packaged Commodities Registration service for applications under Rule 27.
Conclusion
Preparing the Documents Required for LMPC Registration in advance can help businesses submit a more complete application. However, documentation can vary depending on whether the applicant is a manufacturer, packer or importer and according to the applicable state/authority requirements.
